Cut work covered antique silk edged with fine crochet

I haven’t described this in the title as to be quite honest I don’t know what this was made for. It has two tiny loops at the top so presumably it was hung up. It could be some for of church vestment but I may be way off the mark.
Lovely old silk covered by delightful ‘cut work’ which is exceptionally well executed.
43.5cms long and each side is 11cms wide. The top is 30cms x 8cms.
I would love this skilled work to be re-used now that I have rescued it. Either use it as it is or dismantle the various parts to make a new creation.
